Does this type of thing still happen in America?

A 10 year old boy was driving up to 90 miles per hour when he crashed and flipped a van carrying two adults who had been drinking and taking pills.

The van also contained two other children. It was not immediately clear how the children were related to the adults in the van, but the man pictured on the left may have been the child's father.
